New England Rescue Collaborative (NERC) is an organization focused on enhancing technical rescue and initiatives in the New England region. Our team is dedicated to providing support and resources for local communities, first responders, and organizations involved in rescue efforts. We are committed to making a difference in special operations and technical rescue preparedness, working closely with various stakeholders to ensure a coordinated and effective approach to rescue training. Patrick Halloran
Founder and Principal
Patrick Halloran is a career firefighter and technical rescue leader with over 16 years of operational and instructional experience. He currently serves as the Captain of Rescue 1 in Somerville, Massachusetts, and is an active member of Massachusetts Task Force 1 (MA-TF1).
Patrick’s background spans rope rescue, confined space, structural collapse, trench, swiftwater, and hazmat operations. He is a SPRAT Level I–certified rope access technician and has trained extensively across the country in both fire service and industrial rescue environments.
His experience as a former Army Infantry Officer informs a disciplined, systems-based approach to leadership and training.
He holds a Bachelor’s degree in Fire Science and a Master’s degree in Public Administration with a concentration in Leadership and Emergency Management. Patrick founded the New England Rescue Collaborative to help departments move beyond minimum standards and build sustainable, realistic, and resilient special operations programs through high-quality training and consulting.

"Pistol" Pete is known around New England and is a staple at any tech rescue training event. A huge supporter of NERC and its goal of furthering technical rescue and special-ops initiatives.
